Montenegro highway tolls & road rules

Montenegro charges flat-rate and distance-based tolls at physical barrier plazas for specific highway and tunnel infrastructures. No national vignette is required — you simply pay as you drive.

Good to know

  • No national vignette system: Montenegro does not use an electronic or sticker vignette system. All national and regional roads are entirely free, with tolls collected exclusively at standalone checkpoints.
  • The Sozina Tunnel shortcut: Connecting the inland capital of Podgorica directly to the southern Adriatic coast (Bar and Sutomore), the 4.1 km Sozina tunnel charges a flat 2.50 € fee for standard cars, saving significant mountain transit time.
  • The mountain motorway section: The 41 km Smokovac-Mateševo section of the A1 motorway is a highly modern, bridge-heavy engineering corridor north of Podgorica. Standard passenger cars pay a 3.50 € toll at the exit plaza.
  • Accepted payment channels: Every toll booth is fully manned. You can settle your fee with Euro cash coins or banknotes, standard international credit/debit cards, or via the local electronic transponder unit (ENP).
  • Trailer class restrictions: Towing a standard travel caravan or heavy utility trailer automatically moves a passenger vehicle into Category II or III. This alters the clearance tracking and effectively doubles the base toll rates.

Toll plaza compliance and equipment regulations

Violation / situationPenalty consequenceEnforcement method
Bypassing or attempting to force a toll barrier plaza without payingImmediate vehicle interception + severe statutory traffic finesLogged via camera networks and enforced on-site by Monteput staff and police
Driving without mandatory safety vests or seasonal equipment (Nov 15 – Apr 1)Instant on-the-spot police fines ranging from 50.00 € to 120.00 €Verified via standard mobile police check points on public transit roads

Montenegro uses the euro nationwide. Keep reflective vests in the cabin — winter equipment checks are common on regional roads.

Commonquestions

No. Montenegro does not use any digital or physical vignette framework. The entire national road grid is free, except for the Sozina Tunnel and the A1 motorway section, which utilize traditional toll gates.

The official currency used nationwide in Montenegro is the Euro (€). You can pay at all toll plazas with Euro cash or any standard international Visa or Mastercard credit/debit card.

No. Toll tariffs in Montenegro are completely uniform for both domestic and foreign-registered vehicles. No seasonal tourist markups or local resident discounts are applied at the public barriers.

No. As of 2026, only the southern 41 km Smokovac-Mateševo mountain section is fully operational and tolled. The northern sections toward the Serbian border crossing at Boljare remain actively under construction.

While the old mountain pass over Sutorman is completely free and highly scenic, it is narrow, winding, and adds roughly 30 to 40 minutes of intense driving to your trip. For a standard 2.50 € fee, the tunnel is widely preferred for speed and safety.

Driving your vehicle to Montenegro from Central Europe requires traversing multiple distinct digital vignette countries. EuroGoPass effectively outlines your optimal route, projects your exact physical toll booth cash requirements for Montenegro, and instantly bundles all necessary official digital transit vignettes for countries like Slovakia, Hungary, or Slovenia into one single checkout.

  • The vast majority of the national road grid is toll-free. Charges apply exclusively to the following state-operated engineering structures:
  • The Sozina Tunnel (E65/E80): Cutting through the Pastrovici mountain range.
  • A1 Motorway (Smokovac — Mateševo section): The high-speed mountain corridor north of Podgorica.
  • Maritime transits, such as the Kamenari-Lepetane car ferry across the Bay of Kotor, operate under separate local ferry ticketing systems.
