Dutch highway rules & e-TOL zones

Good to know

  • 99% toll-free for cars: Motorways in the Netherlands are entirely free of regular distance tolls or entry stickers for private passenger cars and motorcycles.
  • The new A24 e-TOL obligation: The newly opened A24 connection (Blankenburgverbinding linking the A15 and A20 near Rotterdam) operates a strict electronic Free-Flow toll system. Overhead cameras log your license plate. You must pay the ~1.51 € fee online at e-tol.nl within 3 days of travel to avoid heavy automated enforcement. There are no physical booths.
  • Westerschelde Tunnel is free for cars: All vehicles under 3 metres in height (passenger cars, motorcycles, standard motorhomes, and small caravans) pass through the Westerschelde Tunnel (N62 in Zeeland) completely free of charge. Tolls are collected exclusively from large commercial transport trucks taller than 3 metres.
  • The 2026 heavy freight revolution: Effective July 1, 2026, the traditional time-based Eurovignette system has been completely abolished in the Netherlands. Heavy commercial logistics vehicles over 3,500 kg now transition to a satellite-based, per-kilometer distance toll structure (Vrachtwagenheffing).
  • Urban zero-emission (ZE) zones: Many major Dutch inner cities enforce strict Low Emission and Zero-Emission zones. While passenger cars face standard age/Euro-class boundaries, delivery vans and commercial vehicles registered after 2025 must be fully electric to enter central logistics rings.

Commonquestions

No. The Netherlands does not use any nationwide vignette or highway sticker framework. Standard passenger vehicles can use 99% of the national motorway grid completely free of charge.

The A24 link uses a completely barrier-free electronic system. You must go online to the official e-tol.nl website to pay the ~1.51 € fee. This can be done up to 7 days before your journey or must be settled within 3 days after you pass the camera gantry.

It is completely free for regular tourists. All passenger cars, motorcycles, and standard camper vans under 3 metres in height pass through for free. Only large commercial trucks and heavy buses taller than 3 metres are subject to the toll.

The Kiltunnel near Dordrecht still uses traditional physical toll barriers. You can pay the ~2.00 € passage fee directly on-site using cash coins or standard international credit/debit cards.

No. Provided your private car stays within the standard passenger weight class under 3.5 tonnes, towing a holiday caravan or recreational trailer does not trigger any highway toll or commercial vignette obligations.

Although Dutch highways are mostly free for passenger cars, driving to the Netherlands from Southern or Eastern Europe means crossing multiple digital vignette jurisdictions. EuroGoPass seamlessly outlines your optimal cross-border path, alerts you to specific local zones like the A24 e-TOL, and bundles all mandatory digital transit vignettes for countries like the Czech Republic or Austria into one secure checkout.

  • Private passenger vehicles can use all primary national A-roads completely free, with localized exceptions:
  • A1 to A99 network: 100% toll-free across Amsterdam, Utrecht, and national transit axes.
  • A24 Blankenburgverbinding (Maasdeltatunnel): The explicit camera-enforced e-TOL section near Rotterdam.
  • N62 corridor: Free for standard vehicles, including the Westerschelde Tunnel structure.
  • Kiltunnel line: Explicit toll barrier link between Dordrecht and Hoekse Waard.
  • Urban low-emission and zero-emission zones in major cities operate under separate municipal rules from national toll infrastructure.
