Latvian road rules & vehicle exemptions

Latvia does not require standard passenger cars or motorcycles to purchase a highway vignette. Road usage charges apply exclusively to commercial goods transport over 3 tonnes, alongside a specific eco-zone pass for Jūrmala.

Standard private passenger cars and motorcycles are completely exempt from national vignette charges or highway network fees in Latvia. Good to know

  • Passenger vehicles drive free: Unlike many central European states, Latvia charges absolute zero highway fees, tolls, or vignette costs for standard private passenger cars (under 3,000 kg GVW) and motorcycles. You can navigate the entire state highway network without any road registration.
  • The 5.00 € Jūrmala city entry pass: If you plan to drive into the coastal beach resort city of Jūrmala (the designated "Special Regime Zone" marked with Maksas zona road signs), a mandatory entry fee applies. Effective January 1, 2026, the rate was officially adjusted to 5.00 € per calendar day and remains active year-round.
  • Cash-free entry gates: As of January 2026, physical roadside check-point vending machines at Jūrmala's entry boundaries (Priedaine and Vaivari) no longer accept cash coins or banknotes. Settle your fee using credit/debit cards, contactless smartphone payments (Apple Pay, Google Pay), or via local apps.
  • Same-day payment deadline: You do not have to buy the Jūrmala pass at the exact second you pass the camera gate, but it must be registered online or via mobile app before 11:59 PM (23:59) on that exact same calendar day. Failing to pay within this same-day window triggers an automated fine.
  • Commercial weight limits: The electronic vignette system (e-vinjete) is strictly weight-dependent. It triggers for freight-transporting or commercial logistics vehicles starting at 3,001 kg gross weight. If you tow a standard holiday caravan or small trailer with a light passenger car, you do not need an e-vignette.

Toll and city zone enforcement penalties

Driving a vehicle > 3,000 kg on state highways without an active e-vignetteStatutory fines from 180.00 € to 360.00 €Scanned by national transport enforcement & mobile police units

Jūrmala passes can be bought retroactively on the same calendar day. Commercial e-vignettes must be active before entering state highways above 3.0 t.

Commonquestions

No. Latvia's primary state highway and regional road networks are 100% free of charge for motorcycles and standard private passenger vehicles weighing up to 3,000 kg.

Starting January 1, 2026, the entry pass for the Jūrmala Special Regime Zone is flat-rated at 5.00 € per day. The fee applies throughout the entire year.

No. Roadside vending machines have transitioned entirely to cashless operations for the 2026 season. You must pay via credit card, contactless payment solutions, or via mobile applications like Mobilly, EuroPark, and Citadele. Cash is only accepted in person at the central Jūrmala City Administration building during standard business hours.

You have until 11:59 PM (23:59) on the exact day of entry to purchase the pass retroactively online or via a mobile app. If you miss this deadline, the automated camera logs will flag your registration plate and issue a 50.00 € penalty.

No. Commercial transit combinations are evaluated differently, but a standard light vehicle towing a private recreational camper trailer or utility trailer does not require an e-vignette, provided the car itself is classified under 3.0 tonnes.

While Latvian national highways are free for standard cars, driving up to the Baltic states requires crossing multiple digital vignette jurisdictions in Central and Eastern Europe. EuroGoPass seamlessly outlines your full trip, flags local urban access rules like the Jūrmala zone, and instantly bundles the official digital vignettes you need for transit countries like Slovakia, Hungary, or Bulgaria into one single checkout.

  • Standard passenger vehicles can access all primary state corridors (prefixed with "A") completely vignette-free:
  • A1: Riga — Ainaži (Estonian border)
  • A2: Riga — Sigulda — Veclaicene (Estonian border)
  • A7: Riga — Bauska — Grenctāle (Lithuanian border)
  • A10: Riga — Jūrmala — Ventspils
  • A12: Jēkabpils — Rēzekne — Ludza — Terehova
  • The single restricted, camera-enforced zone requiring a local access pass for light traffic remains the Jūrmala urban eco-zone network.
