Lithuanian road rules & vehicle exemptions

Lithuania does not require standard passenger cars or motorcycles to purchase a highway vignette. Road usage charges apply exclusively to commercial goods transport and buses, alongside specific regional eco-zones.

Standard private passenger cars and motorcycles are completely exempt from national vignette charges or highway network fees in Lithuania. Note that for commercial categories, annual vignettes have been permanently phased out as of the 2026 season ahead of upcoming distance-based toll reforms. Good to know

  • Passenger cars drive free: Lithuania charges absolute zero highway fees, tolls, or vignette costs for standard private passenger cars (Category M1 under 3.5 tonnes) and motorbikes. You can use the entire main motorway network completely free of charge.
  • The 2026 annual vignette phase-out: If you are operating a commercial van or bus, be aware that Lithuania has officially discontinued all annual vignettes. This is part of the final transition to a comprehensive distance-based "Via Toll" kilometer system launching in 2027. Only 1-day, 7-day, and 1-month digital passes remain available.
  • Curonian Spit environment tax: If you take the ferry from Klaipėda to the Curonian Spit (Neringa), you must pay a local ecological entry fee at the Alksnynė control post. During the peak summer window (June 1 to August 31), this fee rises sharply to 30.00 € per car.
  • Kaunas Low Emission Zone: Kaunas operates a strict reduced emission zone in its historic old town. Entering this designated area triggers a flat 2.00 € fee per entry for passenger cars, which must be settled digitally.
  • Trailer rules for private cars: Tying a private holiday caravan or a light utility trailer to a standard Category M1 passenger car does not trigger any commercial vignette requirement. The combination remains 100% exempt from highway tolls.

Commercial toll evasion and zone violations

Violation / situationPenalty consequenceEnforcement method
Driving a mandatory commercial/bus category on highways without an e-vignetteStatutory traffic fines ranging from 170.00 € to 350.00 €Overhead automated ANPR camera gantries managed by Via Lietuva
Entering the Kaunas old town LEZ without paying the entry feeAdministrative municipal fine of 10.00 € to 20.00 €Municipal camera tracking systems at old town access boundaries

Commercial e-vignettes must be active before entering A-road highways. Kaunas LEZ and Neringa fees are enforced separately from national motorway rules.

Commonquestions

No. Lithuania's primary national highway network is completely toll-free for all standard private passenger cars and motorcycles. No windshield sticker or electronic highway vignette is required.

Lithuania is currently preparing to replace its time-based vignette system with a modern, distance-based kilometer toll framework launching on January 1, 2027. Because of this structural overhaul, annual vignettes have been permanently removed from the market. Only daily, weekly, and monthly options are issued.

You can pay the fee directly at the physical Alksnynė control post using a credit/debit card, or purchase your entry ticket in advance online via the official regional municipal portal to skip the peak summer queues.

No. As long as your towing vehicle is a standard private passenger car under 3.5 tonnes, the entire combination remains completely free from national highway vignette mandates.

The A1 highway connecting Vilnius, Kaunas, and Klaipėda is entirely free for passenger cars. Only commercial trucks, vans, and buses with more than 8 passenger seats must hold an active digital short-term vignette.

While Lithuanian motorways are free for private cars, driving to the Baltics from Central Europe involves traversing multiple digital vignette jurisdictions. EuroGoPass charts your optimal path, flags localized city and ecological fees, and instantly bundles the official digital vignettes you need for transit nations like Slovakia, Hungary, or Poland into a single checkout.

  • Standard passenger vehicles can utilize all primary state highway links (prefixed with "A") completely free of charge:
  • A1: Vilnius — Kaunas — Klaipėda (the primary east-west logistics artery)
  • A2: Vilnius — Panevėžys
  • A5 (Via Baltica): Kaunas — Marijampolė (Polish border)
  • A15: Vilnius — Šalčininkai
  • Specialized, camera-enforced municipal charges remain localized to the Curonian Spit (Neringa) reserve post and the Kaunas Old Town Low Emission boundary.
