Tolls in Norway for passenger cars work electronically: when you pass a toll point, the system reads the number plate or transponder and charges the fee. This is not a motorway vignette valid for a period of time, but payment for individual passages on tolled roads, in urban zones or under other projects.
How AutoPASS and Norwegian tolls work
AutoPASS is Norway’s system for automatic collection of road tolls and, on some connections, ferry charges. You normally do not stop or pay in cash at toll points. The amount depends on the project, the vehicle category and, in some places, the time of passage or environmental data.
A passenger car with a maximum permitted mass of up to 3.5 t normally uses tariff group 1. Under certain conditions, some M1 vehicles over 3.5 t may also belong to this group, but a foreign vehicle then needs a valid agreement and transponder. Use the information in the vehicle registration documents, not the vehicle’s appearance.

AutoPASS with a transponder or Epass24 without one
For a foreign passenger car, you have two main options: AutoPASS with a transponder or registration in Epass24 without a transponder. Both link passages to the vehicle, but they differ in billing and discount eligibility.

You sign an AutoPASS agreement with an authorised toll-service provider. The transponder is fitted on the inside of the windscreen. For a light vehicle up to 3.5 t, it cannot be obtained at the Norwegian border, so order it in advance. It is mainly useful for frequent journeys or if you want the discount.
Epass24 is more practical for a one-off journey. AutoPASS states that after registering the vehicle in Epass24, you can drive without a transponder, but you will not receive the transponder discount. In cities with environmentally differentiated tolls, the rate based on the powertrain is used when the vehicle details are entered correctly.
Epass24 registration step by step
If you pay without a transponder, register the vehicle before your first journey on a tolled route. Prepare the number plate, country of registration, contact details and information about the powertrain or fuel. This is particularly important for an electric vehicle, plug-in hybrid or another vehicle eligible for a lower environmental rate.
Create an Epass24 account and add the vehicle with the correct number plate and country of registration.
Enter the technical and environmental details from the vehicle documents.
Check that the account is active for the travel period and keep the registration confirmation.
After the passages, monitor billing and payment messages in the account.
If you do not register a foreign vehicle in advance, it may be identified from a photograph of the number plate and the invoice may arrive later. AutoPASS warns that a separate cost may be charged for locating owner details in a foreign register. Epass24 registration or an AutoPASS agreement is intended to prevent this.
What determines the price of Norwegian tolls
The price depends on the place of passage and the vehicle data, not on the number of days spent in Norway. Some systems take the tariff group, time of passage and environmental category into account, such as electric, plug-in hybrid, diesel or other fuel.
Without registered environmental data, a foreign vehicle may receive the highest relevant rate in the applicable systems. Correct data can therefore affect the amount charged. With a rental or company vehicle, check who registers the vehicle and to whom the invoices will be sent.
Exceptions: motorhomes, trailers and vehicles over 3.5 t
The key factors are the 3.5 t threshold and the vehicle category shown in the documents. A privately used motorhome over 3.5 t does not necessarily need a mandatory transponder simply because it exceeds that weight. However, an M1 vehicle over 3.5 t may need a valid AutoPASS agreement and transponder to be placed in group 1.
Different rules apply to vehicles over 3.5 t used commercially: they must have a valid transponder linked to an agreement. A trailer does not in itself mean a separate toll, but it may change the parameters of the vehicle combination relevant to the specific transport; the vehicle’s tariff classification and the project rules are decisive.
What to do before travelling to Norway
For a one-off journey by passenger car, Epass24 registration without a transponder is usually sufficient; for repeated journeys, consider AutoPASS with an agreement. Check the number plate, country of registration, vehicle weight and powertrain.
